About This Event

This 3-day, in-person seminar offers an in-depth exploration of privileged licensing in highly regulated industries, with a focus on gaming.

International Gaming Investigations

The licensing process is now one of the most important aspects of smartly regulated jurisdictions to ensure licensees maintain a culture of compliance.

The UNLV-ICGR International Gaming Investigations program was designed by experienced former law enforcement and federal prosecutors, to fill the need for a comprehensive A to Z gaming investigations course. It is suitable for illegal and commercial gambling training/expertise on search warrant and wiretap affidavits, while also providing comprehensive training for local, state, federal, tribal and international gaming regulators, as well as licensing, compliance, and background investigators.

This program is regularly updated with the latest cases and trends, to assist casino executives that attend the course in maintaining a “culture of compliance.” This course allows attendees to share knowledge and develop relationships with investigators and tribal/state gaming commissioners from across the United States and internationally.

Tyler Burtis

President, Burtis Investigations, LLC

Tyler served more than 20 years with the California Department of Justice, with many of those years dedicated to the Bureau of Gambling Control and working joint federal task forces. Tyler honorably retired as the Special Agent in Charge of the Compliance and Enforcement Section for Southern California, which is comprised of the highest density of Tribal Casinos and the largest Card Rooms in the United States. Tyler worked extensively on the High Intensity Financial Crime Area (HIFCA) Task Force where he led several different casino, financial crime, and money laundering investigations, including the Normandie Casino prosecution. Tyler was a supervisor on the Tran Organization Cheat Case and managed the investigation against the world-famous poker player Archie Karas. Tyler organized and facilitated several Anti-Money Laundering courses across the nation and developed “Building a Culture of Compliance” symposiums, bringing casino executives and compliance professionals together to address money laundering issues in casinos.


Adam N. Torres

Chief Gaming Regulator, San Manuel Tribal Gaming Commission

Adam N. Torres is the Chief Gaming Regulator for the San Manuel Tribal Gaming Commission (SMTGC). In this role he leads the agency's strategies, goals and policies, along with day-to-day operations. The SMTGC is an independent tribal government agency established to regulate activities in the casino and gaming activities within their jurisdiction. In this position he oversees regulatory and compliance operations, with an emphasis on integrity of gaming, audit and internal controls, employee and vendor gaming license, prevention of fraud, waste and abuse, internal investigations, anti- money laundering regulatory oversight and surveillance. Mr. Torres is a direct report to the Tribal Council and regularly reports significant issues including, but not limited to, casino compliance, AML, employee and public safety, game integrity and emerging industry regulatory matters.


Daniel C. Silva
Shareholder

Daniel C. Silva is a shareholder at Buchalter, where he represents businesses and individuals in criminal, civil, and regulatory matters, specializing in complex financial crimes, enforcement actions, litigation, and advising financial institutions with AML compliance, internal investigations, payments, and digital currencies. After spending a decade prosecuting financial crimes and AML violations at the US Attorney’s Office in San Diego, he moved in-house as global risk counsel at a fintech startup. In addition to his law degree, Danny earned an LL.M. in Taxation and an MBA with a concentration in international business.


Ken Mead

Retired LVMPD

Kenneth Mead retired from LVMPD in 2023 after nearly 26 years of service. His assignments included patrol, field training officer, gang investigations, counterterrorism, FBI Joint Terrorism Task Force, academy instructor, and lastly, was the program coordinator for LVMPD’s Threat Assessment Program for Targeted Violence (TAP). Additionally, he was the terrorism liaison to the Nevada Legislative session in 2022-2023 and refined and instituted the LVMPD department policy and procedure on the use of High-Risk Protection Orders.


Daffodil Tyminski

Partner, Hampton Legal LLP

Daffodil first began representing casinos in the early 2000s while at a major international law firm in Philadelphia, Pennsylvania, conducting internal investigations and white-collar defense of casinos, major financial institutions, and Fortune 500 companies.

In 2011, Daffodil joined the United States Attorney’s Office for the Central District of California in Los Angeles. As an AUSA, Daffodil prosecuted everything from mail theft to murder cases, but as a member of the then-named Organized Crime and Drug Enforcement Task Force (OCDETF), Daffodil prosecuted transnational drug trafficking organizations and the financial institutions, businesses, and casinos that laundered their proceeds. As an AUSA, Daffodil trained law enforcement officers in detecting money-laundering operations and investigating casino-related crime. Daffodil also was the marijuana enforcement coordinator for the Central District of California.

Daffodil is now a partner in Hampton Legal LLP representing public and private clients primarily in the media, tech, fashion, crypto, casino, financial services, cannabis, real estate, and hospitality sectors.

Registration Details

Program price: $2,595.00

Registration includes all content and development, breakfast and lunch daily, transportation to and from the VIP Mob Museum tour, and certificate from the UNLV International Center for Gaming Regulation.

1. In the event a course is canceled, registrants will be notified as soon as possible and receive a full refund of their registration fee.

2. A service fee of twenty percent (20%) will apply to all participant-initiated cancellations received seven or fewer days prior to the event.

3. All cancellations and refund requests must be made in writing. Refunds granted for credit card charges will be credited to the original account charged. No refunds will be given in the event of “No Shows.” Refunds may take up to 3 weeks for processing.
